Step 1: The first step, for the immigrants, is to apply for the Quebec Selection Certificate (CSQ). For this, they have to submit their application and credentials to the Quebec immigration office (MIDI) where they will be evaluated based on their requirements and eligibility criteria. On the success of the application, immigrants will be issued the CSQ. CSQ represents that the candidate has been selected by the Quebec immigration office to live and work in the province.

Step 2: The second step is to then apply for a permanent residence visa to the Immigration, Refugees & Citizenship Canada (IRCC). Candidates will require submitting their application for a ECI visa with the CSQ certificate they have required from the Quebec Immigration Office.
